Article 17 : Publication du programme prévisionnel

triennal Le maître d’ouvrage publie, au début de chaque année budgétaire et au plus tard avant la fin du premier trimestre, dans un journal à diffusion nationale et sur le portail des marchés publics, le programme prévisionnel triennal des marchés qu’il envisage de passer au titre de l’année considérée et des deux années suivantes. Ce programme prévisionnel est affiché par le maître d’ouvrage dans les locaux de l’organisme dont il relève pendant une durée de trente jours au moins. Le maître d’ouvrage peut, en cas de besoin, apporter des modifications au programme prévisionnel triennal. Le programme prévisionnel triennal modifié est publié dans les formes visées ci-dessus. Le programme prévisionnel triennal doit contenir notamment : –– pour l’année budgétaire considérée, l’indication, pour chaque marché, de l’objet de l’appel à la concurrence, la nature de la prestation, le lieu d’exécution, le mode de passation envisagé, l’estimation prévisionnelle du coût de la prestation, la période prévisionnelle de la publication de l’avis d’appel à la concurrence et le cas échéant, la mention de réservation du marché à la très petite, à la petite et moyenne entreprise, à la coopérative, à l’union de coopératives et à l’auto-entrepreneur ; –– pour les deux années suivant l’année considérée, une présentation agrégée des principaux projets ou opérations que le maître d’ouvrage envisage de réaliser dans le cadre de la programmation budgétaire triennale. Le programme prévisionnel triennal des marchés est établi selon le modèle fixé par arrêté du ministre chargé des finances.

At the beginning of each financial year and before the end of the first quarter at the latest, the project owner publishes in a nationally circulated newspaper and on the public procurement portal, the three-year forecast programme for the contracts he plans to award for the year in question and the following two years. This forecast programme will be posted by the project owner on the premises of the organisation to which he belongs for a period of at least thirty days. The project owner may, if necessary, make changes to the three-year forecast programme. The amended three-year forecast programme is published in the manner mentioned above. The three-year forecast programme must include in particular : –For the budget year in question, an indication, for each contract, of the subject of the call for competition, the nature of the service, the place of performance, the method of award envisaged, the provisional estimate of the cost of the service, the forecast period for publication of the notice of the call for competition and, where appropriate, a reference to the reservation of the contract for very small, small and medium-sized enterprises, cooperatives, cooperative unions and self-employed entrepreneurs; –For the two years following the year in question, an aggregated presentation of the main projects or operations that the project owner plans to carry out as part of the three-year budget programming. The three-year forecast programme for contracts is drawn up in accordance with the model laid down by order of the Minister of Finance.
