Article 136 : Ouverture des plis et évaluation des offres

des concurrents par voie électronique L’ouverture des plis et l’évaluation des offres des concurrents par voie électronique sont effectuées conformément aux dispositions suivantes : 1 – les articles 39 à 44 du présent décret en ce qui concerne l’appel d’offres ouvert et restreint, à l’exception des paragraphes 2 et 4 et de l’alinéa b) du paragraphe 13 de l’article 39 et du paragraphe 3 de l’article 42 ; 2 – l’article 64 du présent décret en ce qui concerne l’appel d’offres avec présélection, à l’exception des paragraphes 2 et 5 et de l’alinéa c) du paragraphe 6 de cet article ; 3 – les articles 81 et 82 en ce qui concerne le concours, à l’exception du paragraphe 2 de l’article 81 ; 4 – l’article 88 en ce qui concerne la procédure négociée ; 5 – les articles 107 à 110 en ce qui concerne la consultation architecturale, à l’exception des paragraphes 2, 3 et 6 de l’article 107 et du paragraphe 3 de l’article 109. Les conditions et les modalités d’application des dispositions du présent article sont fixées par arrêté du ministre chargé des finances, pris après avis de la commission nationale de la commande publique.

The opening of bids and the evaluation of competitors' bids by electronic means shall be carried out in accordance with the following provisions: 1 –Articles 39 to 44 of this decree with regard to open and restricted calls for tenders, with the exception of paragraphs 2 and 4 and subparagraph b) of paragraph 13 of article 39 and paragraph 3 of article 42; 2 –Article 64 of this decree with regard to the call for tenders with pre-selection, with the exception of paragraphs 2 and 5 and sub-paragraph c) of paragraph 6 of this article; 3 –Articles 81 and 82 with regard to the competition, with the exception of paragraph 2 of Article 81; 4 –Article 88 with regard to the negotiated procedure; 5 –Articles 107 to 110 with regard to architectural consultation, with the exception of paragraphs 2, 3 and 6 of article 107 and paragraph 3 of article 109.
