Article 104 : Présentation des dossiers des architectes

1 – Le dossier présenté par chaque architecte est mis dans un pli fermé portant: – le nom et l’adresse de l’architecte ; – l’objet du contrat ; – la date et l’heure de la séance d’ouverture des plis ; – l’avertissement que « le pli ne doit être ouvert que par le président du jury de la consultation architecturale lors de la séance publique d’ouverture des plis ». 2 – Ce pli contient trois enveloppes distinctes: a) une enveloppe qui contient les pièces du dossier administratif prévues à l’article 103 ci–dessus, le contrat d’architecte et le règlement de consultation architecturale paraphés et signés par le concurrent architecte et portant la mention « lu et accepté ». Cette enveloppe doit être fermée et porter de façon apparente la mention « dossier administratif » ; b) une enveloppe qui contient les pièces de la proposition technique visées à l’article 103 ci–dessus. Cette enveloppe doit être fermée et porter de façon apparente la mention « proposition technique » ; c) une enveloppe qui contient la proposition financière. Elle doit être fermée et porter de façon apparente la mention « proposition financière ». 3 – Les enveloppes visées ci–dessus indiquent de manière apparente: – le nom et l’adresse de l’architecte ; – l’objet du contrat ; – la date et l’heure de la séance d’ouverture des plis.

Official English translation

1 –The file to be submitted by each architect shall be placed in a sealed envelope bearing the following information : –the name and address of the architect; –the subject of the contract; –the date and time of the bid opening session; –The warning that « the envelope must only be opened by the president of the architectural consultation jury at the public bid opening session ». 2 –This envelope contains three separate envelopes: a) An envelope containing the documents of the administrative file provided for in article 103 above, the architect's contract and the architectural consultation regulations, initialled and signed by the competing architect and marked « read and accepted». This envelope must be closed and clearly marked « administrative file»; b) An envelope containing the documents of the technical proposal referred to in Article 103 above. This envelope must be closed and clearly marked « technical proposal »; c) An envelope containing the financial proposal. This envelope must be closed and clearly marked « financial proposal». 3 –The three envelopes referred to above shall clearly specify : –the name and address of the architect; –the subject of the contract; –the date and time of the bid opening session.
